In order to effectively enhance NJCIT's international students' awareness of the rule of law and their ability to prevent risks and ensure safety, and to help them better adapt to study and life in China, on April 20 the 16th Party Branch of the General Party Branch of Administrative Offices invited Zhu Jun, a fourth-level police inspector from the Exit-Entry Administration Detachment of the Nanjing Municipal Public Security Bureau, to give a special lecture on legal and safety education for all international students on campus. This event was an important measure by the 16th Party Branch to deepen Party-building leadership and fulfill its responsibility for the management and service of international students. It aimed to build a bridge for legal publicity and create a safe, orderly, and reassuring study and living environment for international students.

At the lecture, Officer Zhu Jun, taking into account the characteristics of the international student group and using typical cases, systematically explained laws and regulations closely related to their daily lives. The lecture focused on clarifying codes of conduct in public places, defining public security violations and corresponding penalties, and reminded international students to stay away from illegal acts such as drug use, fighting, and provoking trouble; Focusing on the Exit and Entry Administration Law of the People's Republic of China, the lecture explained in detail key procedures such as visa application, extension of residence permits, and accommodation registration, and emphasized the legal consequences of illegal residence and illegal employment, helping international students regulate their conduct in China; In connection with the Road Traffic Safety Law of the People's Republic of China, the lecture introduced basic knowledge such as traffic rules, vehicle passage, and pedestrian safety, helping international students travel safely. At the same time, Officer Zhu Jun also focused on the high incidence of online and telecom fraud, giving an in-depth analysis of common types of scams targeting international students, such as fraudsters posing as embassy or consulate staff, fake intermediaries, and customer service staff handling claims. He broke down typical fraud schemes, taught identification techniques and response methods, reminded international students to stay vigilant at all times, not to trust unknown messages, not to disclose personal privacy, and not to transfer money or make remittances casually, so as to build a solid line of defense against fraud. He also distributed publicity materials on site, such as Telecom Fraud Prevention and Traffic Safety Guidelines.

This legal and safety education lecture was rich in content and highly targeted, and it was both practical and instructive, achieving good publicity and educational results. It not only enabled international students to systematically understand relevant laws and regulations, enhance their legal awareness and self-protection ability, and help them clarify legal boundaries and regulate their own behavior, but also effectively addressed the legal confusions that international students may encounter in their daily study and life, thus escorting them to study in peace and with confidence. This activity was not only a concrete embodiment of the 16th Party Branch of the General Party Branch of Administrative Offices in practicing its service purpose and fulfilling its management responsibilities for international students, but also an important practice in deepening police–school cooperation and promoting the building of a law-based campus. It is of great significance for improving the level of management and services for international students at NJCIT and for promoting civilized coexistence and cultural exchange between Chinese and international students. In the future, the Party branch will continue to pay close attention to the needs of international students, carry out more legal publicity and service activities that fit their actual situation, help them grow healthily in China and successfully complete their studies, and enable them to better serve as a bridge and bond for cultural exchanges between China and other countries.
